Permits / Purchasing
1. Firearms Purchasers Identification Card (FPIC)
In many instances, New Jersey requires a Firearms Purchasers Identification Card (FPIC) to purchase a firearm and ammunition, or apply for a Permit to Carry (PTC). A brief summary of when an FPIC is required:
- To purchase a long gun (rifle or shotgun): yes.
- To purchase a handgun: yes, plus a permit to purchase a handgun (PPH).
- To purchase rifle or shotgun ammo: no, only a valid driver’s license.
- To purchase handgun ammo: yes.
- To submit for your PTC: yes.
To obtain an FPIC card you must:
- Be at least 18 years of age
- Be a citizen or permanent legal resident of the United States
- NOT have been convicted of an unexpurgated violent crime, drug crime, or felony
- NOT be dependent on the use of narcotics or illicit drugs
- NOT be an alcoholic
- NOT have been involuntarily confined to a mental institution or have been otherwise adjudicated mentally deficient
- NOT possess a physical disability which would make it unsafe to handle a firearm
You must apply for an FPIC through the NJSP Firearms Application & Registration System (FARS). You can look up your Originating Agency Identifier (ORI) either (1) here, or (2) here. After the application, you’ll need to get fingerprinted (see #5 of NJSP FAQ) and ensure payment is submitted when asked by your PD. Once approved, you’ll receive an email confirmation to download your digital FPIC.

3. How can I buy a firearm?
As per N.J.S.2C:58-3 Purchase of firearms, purchasing a firearm can be done in-person or online, but the transfer for ownership must be completed at a State licensed retail firearms dealer (FFL) with the exemption of transactions between a) members of an immediate family, b) law enforcement officers, or c) collectors in possession of a valid Collector of Curios and Relics License issued by the BATFE.

4. How many firearms can I buy?
You may purchase an unlimited number of long guns (rifle or shotgun) and lower receivers at any time through from an FFL per Title 13:54-1.9.
The ability to purchase a handgun is contingent on having a valid FPIC and permit to purchase a pistol (see 13:54-1.7). One can have multiple permits, but they will have restrictions on how many can be executed within a given 30 calendar-day period per Title 13:54-1.16.
5. Can I privately sell a firearm? (UNDER CONSTRUCTION)

A private sale is the transfer of a firearm from one private citizen to another without going through an FFL or conducting a NICS check at the point of sale.
With the passage of A2757 by Governor Phill Murphy on June 13th, 2018 all firearms transfers In New Jersey must now go through an FFL and all firearms purchasers must undergo a NICS check at said FFL. Private transfers of firearms are illegal in New Jersey.
